Who We Are

Local Government Strategies was established to provide contract management services to local governments. A natural complement to municipal engineering and infrastructure needs, LGS consolidates municipal services efficiently and economically under one entity.

LGS is a wholly-owned subsidiary of Baxter & Woodman, Inc., an employee-owned engineering consulting firm that provides planning, design, construction and technology services for water, wastewater, stormwater and transportation facilities for municipalities, counties and state agencies throughout the Midwest.

Backed-up by Baxter & Woodman’s staff of 200 engineers, surveyors, technicians and support personnel who have completed projects for more than 500 municipalities and county governments for over 60 years, the LGS Team is adept at streamlining operations through contract management.
